Job Description

Job Title: VP Strategic Programs

Working Pattern: Full time

Working location: Indianapolis, IN/Hybrid - 3 Office Days/Week)

The VP Strategic Programs provides strategic leadership and direction for large scale Digital and IT projects and programs. This executive-level role is responsible for ensuring the successful delivery of the overall Rolls Royce Cybersecurity Maturity Model Certification (CMMC – US Department of Defense Cyber Compliance) program, aligning program delivery with overall business objectives, and managing the performance of program managers and their teams. The VP works closely with senior stakeholders to ensure effective program governance, resource allocation, and risk management. The role requires strong leadership, strategic thinking, and communication skills, along with a deep understanding of program management methodologies and best practices.  It is preferred that the candidate also have an understanding of, or background in cybersecurity and with a range of key stakeholders, ensure Rolls-Royce reaches an appropriate level of CMMC readiness.

What you will be doing

  • Successful Program Delivery: Leads and manages multiple complex programs, ensuring on-time, within-budget, high-quality delivery exceeding stakeholder expectations.
  • Strategic Alignment of Programs: Ensures all programs are strategically aligned with the overall business objectives and contribute to the achievement of the Digital Transformation agenda.
  • Effective Program Governance: Establishes and maintains a robust governance framework ensuring compliance, mitigating risks, and promoting transparency and accountability.
  • Optimized Resource Allocation: Oversees effective resource allocation across programs, ensuring projects have necessary resources and optimizing utilization.
  • Proactive Risk Management: Proactively identifies, assesses, and mitigates risks across the program portfolio, minimizing disruptions and ensuring program success.
  • Enhanced Stakeholder Engagement: Builds strong relationships with key stakeholders, ensuring effective communication, collaboration, and alignment on program priorities and progress.
  • Adherence to Compliance: Utilizes a risk-based approach to develop and implement Rolls Royce North America specific capabilities to ensure DOD regulator and customer compliance satisfaction.

Basic Qualifications:

  • Bachelor’s degree in IT, Computer Science or Project Management with 8+ years of related experience OR
  • Master's degree in IT, Computer Science or Project Management with 6+ years of related experience
  • In order to be considered for this opportunity, you must be a US citizen or Permanent resident

Preferred Requirements:

  • Experience working within the defense industrial base (DIB), federal government, or aerospace and defense sectors.
  • An understanding of readiness assessments and third-party audits by Certified Third-Party Assessment Organizations (C3PAOs), including managing interactions with external assessors.
  • Communication: Exceptional verbal and written communication skills are necessary to translate complex technical information for non-technical stakeholders, including executives and business leaders.
  • Risk management: The ability to identify, assess, and mitigate risks associated with CMMC compliance across multiple projects within a program.
  • Leadership and teamwork: Strong leadership skills to direct cross-functional teams and collaborate with business units, IT, security, and external partners.
  • Problem-solving: Critical thinking and analytical skills to resolve complex, ambiguous issues that arise during compliance efforts along with the ability to influence others through reasoned discussion and clear articulation.
  • Attention to detail: Meticulous organizational skills to manage schedules, documentation, and reporting for multiple concurrent projects.
